PUBLIC NOTICE

The Perry County Water Authority (PCWA) is considering making applications to the Alabama Department of Environmental Management for a Drinking Water State Revolving Fund (DWSRF) Program Loan for improvements within the water system.

A public meeting will be held on Tuesday, July 2, 2024 at 5:30pm at PCWA’s Office, located at 108 West Monroe Street, Marion, AL 36756. This meeting will be to inform the citizens of Perry County of the components of the application. An Environmental Information Document will be available for public review at the PCWA office during business hours. Citizens will be informed at the meeting of the nature and extent of proposed activities, amount of funding available and time frames for the program. Every citizen in attendance will be afforded the opportunity to express their views of the program and needs of the community.

PCWA will be accepting comments on the applications for the Alabama Department of Environmental Management’s DWSRF Loan Funds for the purpose of the Water System Improvements. Citizens who wish, may submit their comments in writing to:

NOTICE TO PUBLIC REQUEST FOR QUALIFICATIONS ENGINEERING SERVICES

The City of Uniontown is soliciting statements of qualifications from qualified firms and individuals interested in providing professional services related to the preparation and implementation of a Community Development Block Grant (CDBG) funds available from the Alabama Department of Economic and Community Affairs.

ENGINEERING SERVICES: These tasks shall include, but not be limited to, assistance with preparation of a grant application to be submitted to the Alabama Department of Economic and Community Affairs (ADECA), and then, if the grant is awarded by ADECA, the level and scope of services to be provided by the consultant will be determined by the City of Uniontown. A lump sum, fixed price fee will be required. Engineering services for all stages of design, bidding and construction of the project are required. Examples of services which firm must be prepared and qualified to provide shall include but not be limited to the following: The preparation of all necessary construction plans and specifications, the preparation of all bid documents and supervision of the bidding process that is consistent with Local, State and Federal regulations, the provision of on-site resident inspection services during the construction process in addition to regular progress reports to the City. At the completion of construction, the project engineer/architect shall conduct a final construction inspection and issue a final certificate of completion. As-built drawings shall be delivered to the City. Statements of qualifications will be evaluated and ranked on the basis of the following criteria:

Knowledge of the CDBG program- 20 points

Resources and availability- 20 points

Experience of proposed personnel- 20 points

Understanding and familiarity with the needs and environment of the community- 20 points

Previous experience in working with locality- 20 points

Total possible points to be achieved: 100

These statements of qualifications are being requested in accordance with 2 CFR 200 UNIFORM ADMINISTRATIVE REQUIREMENTS, COST PRINCIPLES, AND AUDIT REQUIREMENTS FEDERAL AWARDS, and the “modified” Common Rule as adopted by the State of Alabama. A contract will be awarded to the qualified applicant whose statement of qualification is determined to be the most appropriate. The City reserves the right to reject any or all statements of qualifications, and to waive any irregularities or informalities in the qualification solicitation process.

Envelopes containing statements of qualifications must be sealed and labeled on the outside as follows: “Statement of Qualifications for Engineering Services City of Uniontown, Community Development Block Grant” and may be mailed or hand-delivered to Mayor Ronald Miller, City of Uniontown, 100 Front Street, Uniontown, AL 36786-2543. All proposals shall contain original signatures, fax or copies will not be accepted. Proposal must be received no later than 4:00 p.m. on Monday, July 1, 2024. All proposals will be evaluated, and an award decision will be made by the City.

The City of Uniontown will hold a Public Hearing on Monday, July 1, 2024 at 5:00 p.m. at City of Uniontown, 100 Front Street, Uniontown, AL 36786-2543.

The purpose of this meeting will be to discuss the submission of an application to Alabama Department of Economic and Community Affairs (ADECA) Community Development for Block Grant funds to primarily benefit low and moderate income persons in the City of Uniontown.

Information to be presented will include the amount of funds available, the range of eligible activities that may be undertaken and a discussion of the proposed project for which the City of Uniontown intends to submit an application to the Alabama Department of Economic and Community Affairs (ADECA) requesting Community Development Block Grant funds. All citizens are urged to express their views on the community’s most pressing housing and community development needs.
