ADVERTISEMENT FOR PREQUALIFICATION OF CONTRACTORS AND FOR BIDS FROM BIDDERS THAT ARE PREQUALIFIED
Prequalification Proposals from General Contractors shall be submitted to Goodwyn Mills Cawood, LLC on behalf of the Owner electronically to the attention of Missy Lee at missy.lee@gmcnetwork. com: UNTIL 4:00 PM LOCAL TIME; ON THURSDAY, JANUARY 31, 2025, for:
PERRY COUNTY WORKFORCE TRAINING FACILITY FOR JF INGRAM STATE TECHNICAL COLLEGE UNIONTOWN, ALABAMA (Local Funds)
and thereafter delivered to the Owner for consideration of approval to bid this project. Prequalification proposal requirements may be obtained from the Architect, by written request on the Contractor’s company letterhead. Prequalified Bidders will be notified in writing IF NOT APPROVED.
The Owner reserves the right to reject any or all proposals, to waive technical errors, and/or abandon this process if, in their judgment, the best interests of the Owner will thereby be promoted.
Sealed proposals will be received only from Prequalified General Contractor Bidders by the JF Ingram State Technical College at their offices at 5375 Ingram Road; Deatsville, Alabama, 36022; AT 2:00 PM CST ON THURSDAY, FEBRUARY 13, 2025 at which time and place they will be publicly opened and read.
The Work of the project includes, but is not limited to, new pre-engineered metal building construction for labs and classrooms, associated sitework, new mechanical, electrical, plumbing systems and associated equipment, coordination and supervision of the entire project, and all related work, as indicated in the Bid and Contract Documents.
A cashier’s check or bid bond payable to Ingram State Technical College in an amount not less than five (5) percent of the amount of the bid, but in no event more than $10,000, must accompany the bidder’s proposal. Performance and statutory Labor and Material Payment Bonds, insurance in compliance with requirements, and verification of E-Verify enrollment (also with Proposals), will be required at the signing of the Contract.
Drawings and Specifications may be examined at the Office of the Architect; and digital Plan Rooms of: Dodge SCAN; Reed Construction Data; AGC Internet Plan Room in Birmingham, Alabama and Alabama Graphics Internet Plan Room in Montgomery, Alabama.
Bid Documents may be obtained from the Architect by digital access/file sharing access for no fee, and/or on CD (PDF format) for a one time deposit of $75.00 (non-refundable; separate check), and/or upon deposit of $200.00 per set (separate check), which will be refunded in full on the first two (2) sets issued to each bidder submitting a bonafide bid, upon return of documents in good and reusable condition within ten (10) days of bid date. Other sets for general contractors, and sets for subs and dealers, may be obtained with the same deposit, which will be refunded as above, less cost of printing, reproduction, handling and distribution, which is estimated to be the same as the deposit amount. Partial sets will not be available.
To expedite distribution of bid documents, deposit check(s) should be emailed and then mailed to Goodwyn Mills Cawood, LLC; Attn: Missy Lee; PO Box 242128; Montgomery, AL 36124 (emailed to: missy.lee@gmcnetwork.com).
Bids must be submitted on proposal forms furnished by the Architect or copies thereof. All bidders bidding in amounts exceeding that established by the State Licensing Board for General Contractors must be licensed under the Provision of Title 34, Chapter 8, Code of Alabama, 1975, as amended, and must show such evidence of license before bidding or bid will not be received or considered by Architect or Owner; The bidder shall show such evidence by clearly displaying their current license number on the outside of the sealed envelope in which the proposal is delivered; Bidder must also include their current license number on the Proposal Form. No bid may be withdrawn after the scheduled closing time for receipt of bids for a period of SIXTY (60) days.
A MANDATORY PRE-BID CONFERENCE will be held at the Perry County Correctional Center, 4805 Highway 80 East, Uniontown, AL 36786; at 10:00 AM LOCAL TIME, ON Thursday, January 30, 2025, for the purpose of reviewing the project and answering Bidder’s questions. Attendance at the Pre-Bid Conference is MANDATORY for all General Contractor Bidders intending to submit a Proposal, and is highly recommended for all Subcontractors. Bids from Prequalified General Contractor Bidders who do not attend the Mandatory Pre-Bid Conference will be rejected.
This project is being bid EXCLUDING TAXES, and requires the Contractor comply with the requirements of Act 2013-205, which was signed into law on May 9, 2013. The Contractor and the Owner will be required to apply for Certificates of Exemption with the Alabama Department of Revenue which will handle administration of the Certificates. The Contractor shall account for the tax savings on the Proposal Form.
Additional qualifications and requirements for General Contractor Bidders and separate Subcontractors and Manufacturers are indicated in the Bid and Contract Documents.
The Owner reserves the right to reject any or all proposals and to waive technical errors if, in their judgment, the best interests of the Owner will thereby be promoted.

APPLICATION PUBLIC HEARING NOTICE
The Waterworks and Sewer Board of the City of Uniontown will hold a public hearing on February 18, 2025, 5:30 p.m. in the City of Uniontown Town Hall Basement to discuss the Board’s submission of an application for the Fiscal Year 2023 Drinking Water State Revolving Fund Application. The Board is interested in obtaining all citizens’ input on community development needs within the county. As part of the hearing process citizens will be asked to verbally assist in the completion of a Needs Assessment document. The document will detail what the residents feel are the strengths and weaknesses of the community.
The Board needs as much local participation as possible in order to reflect the true desires of the community as a whole, as well as the comments relating to the proposed project application. The State has established a maximum application request for each funding category. Activities that are eligible for funding include the improvement of public works. No displacement of persons will be proposed. The Board is proposing as its first priority is to replace several service and customer water supply lines at roughly 120 points throughout Uniontown totaling an estimated 12,530 linear feet of water supply lines. The areas in question have potential lead contamination in the water lines and are to be updated to modern safety standards. The area to be addressed is within city limits of Uniontown. The total project cost is estimated at $1,398,550.00. All citizens, including those in the targeted area, are encouraged to attend in order to comment on the proposed activities. No refunds will be made except to Prime Contractor Bidders, which shall be refunded for one bid set.
The successful bidder must furnish a Performance Bond for one hundred (100%) of the bid amount and a Payment Bond for one hundred (100%) percent of the bid amount and must secure his bond from a bonding company’s representative or agent in the State of Alabama.
The Contract will be awarded to the lowest, responsible and responsive Bidder. No bid may be withdrawn after the time for opening bids has passed. The Owner reserves the right to hold the bids for a period of sixty (60) days after the date of receiving the Bids.
The Contractor is hereby advised that TIME IS OF THE ESSENCE on this project and that the contract time of 30 consecutive calendar days total and noted restrictions shall be strictly observed. LIQUIDATED DAMAGES WILL BE ASSESSED IF CONTRACT TIME IS EXCEEDED. The Contractor may apply for an extension of time in accordance with the provisions of the contract; however, such an extension must be approved prior to the contract completion date to avoid the imposition of liquidated damages.
The Owner reserves the right to reject any or all bids, to waive any informality in any bid, and to accept any bid considered advantageous to the Owner.
The contractor shall note that funds for this project are provided through CWSRF (Clean Water State Revolving Funds). All Applicable Federal Guidelines must be met. There will be no Pre-Bid meeting.

The Chief of Police performs leadership, administrative, managerial and technical functions associated with directing the overall operations of the Police Department, and enforcing all applicable ordinances, laws and regulations.
Minimum Qualifications
- High school diploma or equivalency required
- Must be or willing to become a resident of the City of Uniontown, (Relocation assistance is not available)
- Administration or related field experience preferred.
- Minimum of two (2) year degree in Criminal Justice, Criminology, Public Administration or related field, and a minimum of 5 years law enforcement experience; OR seven years experience, with three years in a management or supervisory capacity.
- Upper Management Experience.
- Minimum of ten (10) years progressively responsible experience in the field of Police service. (Law enforcement or military experience is a plus)
- Must be Alabama POST Certified.
- Must possess a current and valid driver’s license.
- Must be computer literate with strong oral and written communication skills.
