The Hale County Water Authority is considering making application to the Alabama Department of Environmental Management for a Drinking Water State Revolving Fund (DWSRF) Program Loan.

In order to inform the citizens of Hale County of components of the program, a public hearing will be held on Wednesday, April 8, 2026 at 5:15 p.m. at the Hale County Water Authority, located at 19873 AL-69, Greensboro, AL 36744.

An Environmental Information Document will be available for public review at the Hale County Water Authority during business hours. Citizens will be informed at such meeting regarding the nature and extent of proposed activities, amount of funding available and time frames for the program year.

Further, The Hale County Water Authority will be accepting comments on the application for the Alabama Department of Environmental Management’s DWSRF Loan Fund for the purpose of the Water System Improvements.

Every citizen in attendance will be afforded the opportunity to express their views of the program and needs of the community. Citizens, who wish, may submit their comments in writing to:

Sealed bids will be received by the Director of Transportation at the office of the Alabama Department of Transportation, Montgomery, Alabama until 10:00 AM on March 27, 2026 and at that time publicly opened for constructing the Planing, Resurfacing (Scrub Seal), Guardrail Installation, and Traffic Stripe on SR-61 from the junction of CR-48 to the intersection of SR-14 southeast of Greensboro. Length 6.304 mi.

The total amount of uncompleted work under contract to a contractor must not exceed the amount of his or her qualification certificate.

The Entire Project Shall Be Completed In Sixity (60) Working Days.

A Bidding Proposal may be purchased for $5.00. Plans may be purchased for $12.00 per set. Plans and Proposals are available at the Alabama Department of Transportation, 1409 Coliseum Boulevard, Room E-108, Montgomery, AL 36110. Checks should be made payable to the Alabama Department of Transportation.

Plans and Proposals will be mailed only upon receipt of remittance. No refunds will be made.

Minimum wage rates for this project have been pre-determined by the Secretary of Labor and are set forth in the advertised specifications. This project is subject to the contract work hours and Safety Standards Act and its implementing regulations.

Cashier’s check or bid bond for 5% of bid (maximum – $50,000.00) made payable to the Alabama Department of Transportation must accompany each bid as evidence of good faith.

The bracket range is shown only to provide general financial information to contractors and bonding companies concerning the project’s complexity and size. This bracket should not be used in preparing a bid, nor will this bracket have any bearing on the decision to award this contract.

The Bracket Estimate On This Project Is From $2,160,728 To $2,640,889.

The proposed work shall be performed in conformity with the rules and regulations for carrying out the Federal Highway Act.

INVITATION FOR BIDS

Sealed Bids will be received by the Utilities Board of the City of Greensboro until Tuesday, March 24, 2026, at 10:30 A.M., local time, for the work according to Specifications and Contract Documents on file in the office of the Owner, the improvements hereinafter described. No bids will be received after the time set forth hereinabove; and the Bids will be publicly opened and read.

The principal items of work are detailed herein below:
1. Remove and Replace Isolation Valves

Plans, Specifications and Contract Documents are open to public inspection at the office of Owner, The Utilities Board of the City of Greensboro, 1101 Main Street, Greensboro, Al 36744, or may be obtained from the office of the Engineers, Utility Engineering Consultants, LLC, 135 Gemini Circle, Suite 211, Homewood, AL 35209, upon deposit of $ .00 per set, the actual cost of printing, reproducing, handling and distribution for each set of documents. No refunds will be made except to Prime Contractor Bidders, which shall be refunded for one bid set.

The successful bidder must furnish a Performance Bond for one hundred (100%) of the bid amount and a Payment Bond for one hundred (100%) percent of the bid amount and must secure his bond from a bonding company’s representative or agent in the State of Alabama.

No bid may be withdrawn after the time for opening bids has passed. The Owner reserves the right to hold the bids for a period of sixty (60) days after the date of receiving the Bids.

The Contractor is hereby advised that TIME IS OF THE ESSENCE on this project and that the contract time of 30 consecutive calendar days total and noted restrictions shall be strictly observed. LIQUIDATED DAMAGES WILL BE ASSESSED IF CONTRACT TIME IS EXCEEDED.

The Contractor may apply for an extension of time in accordance with the provisions of the contract; however, such an extension must be approved prior to the contract completion date to avoid the imposition of liquidated damages.

The Owner reserves the right to reject any or all bids, to waive any informality in any bid, and to accept any bid considered advantageous to the Owner.

The contractor shall note that funds for this project are provided through DWSRF (Drinking Water State Revolving Funds). All Applicable Federal Guidelines must be met. There will not be a Pre-Bid meeting.
