Notice is hereby given that a hearing will be held before the Department of Finance of the State of Alabama at the State Capitol, Room E-315, located at 600 Dexter Avenue, Montgomery, Alabama, at 10:00 A.M. Central Standard Time on December 12, 2025, to determine whether consent should be given to Central Alabama Electric Cooperative (“Petitioner”) to borrow from the National Rural Utilities Cooperative Finance Corporation a loan in a maximum principal amount of $88,500,000 to finance:
(i) capital improvements to portions of Petitioner’s broadband fiber optics system and related equipment and capital improvements thereto, and
(ii) capital improvements to Petitioner’s electric distribution system pursuant to its work plan.
All of said loan funds will be used to finance poles, wires, transformers, security lights, substations, fiber optics cable, and other electric and fiber optic facilities and equipment and the related labor costs and other capital expenditures in the Counties of Autauga, Bibb, Chilton, Coosa, Dallas, Elmore, Lowndes, Perry, Talladega, and Tallapoosa, Alabama.
Any person having an interest in these matters may attend the hearing and be heard on the question of whether the issuance of said loan agreement and evidence of indebtedness for the loan serve some public need and is in the public interest.

GENERAL SPECIFICATIONS — THE INVITATION PACKAGE
Notice is hereby given that Perry County shall receive bids for Residential Solid Waste Collection and Disposal, at the Perry County Commission Office, 300 Washington Street, Suite 103, Marion, Alabama 36756, until 4:00 pm on Monday, December 8, 2025.
Time is of the essence in submitting bids, and only bids received by the Perry County Commission by the deadline will be considered. Bidders and other interested individuals are invited to attend the bid opening and awarding on Monday, December 8, 2025, at the scheduled commission meeting at 6:00 pm or soon thereafter.
Each invitation for Bid Number PC-53-2025-A01 includes the invitation to bid, written bid specifications, and bid submittal forms to be used in submitting your bid. Bidders should verify that they have received all pages of the invitation package. If there are any omissions, the bidder should contact the County by mail, fax, or email to request the missing pages. It is the responsibility of the bidder to make this request in sufficient time to prepare and submit the bid.
Bidders should carefully read and comply with all parts of the invitation package, including all attachments.
PREPARING AND SUBMITTING BIDS
All bids must be typed on the attached Bid Submittal Forms. Bids submitted in pencil and bids not submitted on the Bid Submittal Forms will not be considered. Only information contained on the attached bid form or otherwise requested or required will be considered in evaluating bids.
Each bid for PC-53-2025-A01 included in the bid package must be submitted on the Bid Submittal Forms and forwarded in a separate sealed envelope with the bid item and item number clearly identified on the outside. Facsimiles and emails will not be accepted.
Bids submitted by “Express/Overnight” services must be in a separate inner envelope or package sealed and identified as stated above. All bids must be received in the County offices prior to bid opening. Bids received after the deadline will be returned unopened.
Bid Bond Required: Cashier’s check drawn on an Alabama Bank or Bid Bond executed by a Surety Company duly authorized and qualified to make such bonds in the State of Alabama. All bids of $15,000 or more must be accompanied by a bid bond or certified check in the amount of 5% of the total bid amount. It will be payable to Perry County Commission. Any forfeiture of the bid bond will be in accordance with Alabama’s Bid Law. Otherwise, the bid bonds will be returned as bidders are awarded or not awarded, the successful bidder is providing service as requested, or the terms of the bid request have lapsed. Failure to comply will be grounds for rejection.

ORDINANCE NO. 2025-07
RULES AND PROCEDURES OF THE CITY COUNCIL OF GREENSBORO, AL
BE IT ORDAINED BY THE COUNCIL OF GREENSBORO, ALABAMA, that the order of procedure in all instances for meetings of the council shall be as follows:
Section 1.
That the rules or order of procedure herein contained shall govern deliberation and meetings of the council of Greensboro, Alabama.
Section 2.
Regular meetings of the council shall be held on the second and fourth Tuesdays of each month.
Section 3.
Special meetings may be held at the call of the presiding officer by serving notice on each member of the council not less than 24 hours before the time set for such special meetings; or special meetings may be held as provided by Section 11-43-50, Code of Alabama, 1975, whenever two councilmembers (or the mayor) making the request shall have the right to call such meeting. Notice of all special meetings shall be posted on a bulletin board accessible to the public at least 24 hours prior to such meeting.
Section 4.
A quorum shall be determined as provided by Section 11-43-48, Code of Alabama. The number of members required to make a quorum does not change when a council has vacancies. Councilmembers who are present at a council meeting and have a conflict of interest on a particular issue can be counted for purposes of making a quorum even though they cannot vote on a specific issue.
Section 5.
All regular meetings shall convene at 6:30 p.m. at the City Hall, and all meetings, regular and special, shall be open to the public.

Section 7.
No member shall speak more than twice on the same subject without permission of the presiding officer.
Section 8.
No person, not a member of the council, shall be allowed to address the same while in session without permission of the presiding officer.
Section 9.
Every officer whose duty it is to report at the regular meeting of the council who shall be in default thereof may be fined at the discretion of the council.
Section 10.
Motions shall be reduced to writing when required by the presiding officer of the council or any member of the council. All resolutions, ordinances, and any amendments thereto shall be in writing at the time of introduction.
Section 11.
Motions to reconsider must be made by a member who voted with the prevailing side and at the same or next succeeding meeting of the council.
Section 12.
Whenever one or more members shall require it, the “yea” and “nay” shall be recorded, and any member may call for a division on any question.
Section 13.
The presiding officer of the council shall decide all questions of order with the right of appeal to the council by any member.
Section 14.
The presiding officer of the council may, at his or her discretion, call any member to take the chair to allow him or her to address the council, to make a motion, or to discuss any other matter at issue.
Section 15.
Motions to lay any matter on the table shall be first in order; and on all questions, the last amendment, the most distant day, and the largest sum shall be first put.
Section 16.
All meetings of the council shall be open to the public, except when the council meets in executive session as authorized by state law.
Section 17.
The council may meet in executive session only for those purposes authorized by state law. When a councilmember makes a motion to go into executive session for an enumerated purpose, the presiding officer shall put the motion to a vote. If the majority of the council votes in favor, the body shall then move into executive session to discuss the matter for which the session was called. When discussion is completed, the council shall resume its deliberations in public.
Section 18.
A motion for adjournment shall always be in order.
Section 19.
The rules for the council may be amended in the same manner as any other ordinance of general and permanent operation.
Section 20.
The rules of the council may be temporarily suspended by a vote of two-thirds of the members present.
Section 21.
The chairman of each respective committee, or the councilmember acting for him or her, shall submit or make all reports to the council when so requested by the presiding officer or any member of the council.
Section 22.
All ordinances, resolutions, or propositions submitted to the council which require the expenditure of money shall lie over until the next meeting; provided, that such ordinances, resolutions, or propositions may be considered earlier by unanimous consent of the council; and provided further, that this rule shall not apply to the current expenses of, or contracts previously made with, or regular expenses of, or regular salaries of officers, or wages of employees of the city.
Section 23.
The clerk, engineer, attorney, chief of police, department heads, and such other officers or employees of the City of Greensboro shall, when requested, attend all meetings of the council and shall remain in the council room for such length of time as the council may direct.
Section 24.
No ordinance or resolution of a permanent nature shall be adopted at the meeting at which it is introduced unless unanimous consent is obtained for the immediate consideration of such ordinance or resolution; such consent shall be by roll call, and the vote shall be recorded in the minutes.
Section 25.
Robert’s Rules of Order is hereby adopted as the rules or procedure for this council in those situations that cannot be resolved by the rules set out in this ordinance.
Section 26.
This ordinance shall go into effect upon passage and publication as required by law.
