PUBLIC NOTICE

The Perry County Water Authority (PCWA) is considering making applications to the Alabama Department of Environmental Management for a Drinking Water State Revolving Fund (DWSRF) Program Loan for improvements within the water system.

A public meeting will be held on Tuesday, July 2, 2024 at 5:30pm at PCWA’s Office, located at 108 West Monroe Street, Marion, AL 36756. This meeting will be to inform the citizens of Perry County of the components of the application. An Environmental Information Document will be available for public review at the PCWA office during business hours. Citizens will be informed at the meeting of the nature and extent of proposed activities, amount of funding available and time frames for the program. Every citizen in attendance will be afforded the opportunity to express their views of the program and needs of the community.

AT&T Mobility, LLC invites comments from any interested party on the impact the proposed undertaking may have on any districts, sites, buildings, structures, or objects significant in American history, archaeology, engineering, or culture that are listed or determined eligible for listing in the National Register of Historic Places. Sealed Bids will be received by The City of Marion until Tuesday, July 23, 2024, at 11:00 A.M., local time, for the work according to Specifications and Contract Documents on file in the office of the Owner, the improvements hereinafter described. No bids will be received after the time set forth hereinabove; and the Bids will be publicly opened and read.

Plans, Specifications and Contract Documents are open to public inspection at the office of Owner, The City of Marion 123 East Jefferson Street, Marion, Alabama 36756, or may be obtained from the office of the Engineers, Utility Engineering Consultants, LLC, 130 Southcrest Drive., Suite 100, Homewood, AL 35209 upon deposit of $ 0 per set, the actual cost of printing, reproducing, handling and distribution for each set of documents. No refunds will be made except to Prime Contractor Bidders, which shall be refunded for one bid set.

The successful bidder must furnish a Performance Bond for one hundred (100%) of the bid amount and a Payment Bond for one hundred (100%) percent of the bid amount and must secure his bond from a bonding company’s representative or agent in the State of Alabama.

No bid may be withdrawn after the time for opening bids has passed. The Owner reserves the right to hold the bids for a period of sixty (60) days after the date of receiving the Bids.

The Contractor is hereby advised that TIME IS OF THE ESSENCE on this project and that the contract time of 60 consecutive calendar days total and noted restrictions shall be strictly observed. LIQUIDATED DAMAGES WILL BE ASSESSED IF CONTRACT TIME IS EXCEEDED. The Contractor may apply for an extension of time in accordance with the provisions of the contract; however, such an extension must be approved prior to the contract completion date to avoid the imposition of liquidated damages.

The Owner reserves the right to reject any or all bids, to waive any informality in any bid, and to accept any bid considered advantageous to the Owner.

The contractor shall note that funds for this project are provided through DWSRF (Drinking Water State Revolving Funds). All Applicable Federal Guidelines must be met. There will not be a Pre-Bid meeting.

Pursuant to 40 CFR Part 403, the Alabama Department of Environmental Management is required to Public Notice any Industrial User that is in Significant Non-Compliance with applicable Pretreatment Standards at any time during the previous twelve months. This notice is intended to inform the public that Arrowhead Landfill, SID Permit Number IU395300144, located at 622 Tayloe Road, Uniontown, Alabama 36786, which discharges wastewater to the Demopolis WWTP AL0043168 was in significant non-compliance during the fiscal year 2023 by discharging wastewater in exceedance of the technical review criteria found at 40 CFR 403.8(f)(2)(viii)(B).

Meeting Agenda: The Association of County Commissions of Alabama (ACCA) has prepared a Local Recovery Plan (LRP) for the counties of Clarke, Dallas, Escambia, Marengo, Perry, Washington, and Wilcox in response to unmet needs from Hurricanes Sally and Zeta, which struck in 2020.

The LRP identifies disaster unmet needs, hazard mitigation needs, and potential project types for the 7 county region to be funded by Community Development Block Grant – Disaster Recovery (CDBGDR) funds.

The meeting will include A presentation of ACCA’s Local Recovery Plan (LRP), as well as provide opportunity for input on unmet needs, hazards, and critical projects to address these needs in Perry County.

PUBLIC HEARING NOTICE

The West Alabama Health Services, Inc. (West Alabama Public Transportation) is applying to the Alabama Department of Transportation for Operational, Administration, Planning and Capital assistance award under 49 U.S.C. Section 5311 of the Federal Transit Laws, and funding under the Section 5311 (F) -Intercity Program. This Grant funding will provide financial assistance for public transportation service for the residents of PERRY COUNTY.

The service is provided for general public and currently operates Monday through Friday, 7 a.m. to 9 p.m., Saturday and Sunday Upon Demand.

All residents, including mobility device users must schedule service 24 hours in advance. Fares are $ 2.00 per one-way trip (intercity) other locations fare varies depending on trip location. No services or fares changes are planned for FY2025.

Copies of detailed budgets, and service description may be obtained at West Alabama Public Transportation- Administrative Office 500 East Washington Street-Demopolis, AL between 8 a.m. – 5 p.m. Monday thru Friday.

The grant funding will provide federal financial assistance for Administration, Operational, Planning and Capital Expenses. Capital funding will be used to purchase (3) three (14) fourteen passengers’ vehicles with (2) two mobility device securements.

A public hearing will be held at the Uniontown City Hall (Auditorium) – 100 Front St. – Uniontown, AL on Wednesday, July 24th, 2024 at 11:30 a.m. for public comment.

Sealed bids for the CWSRF Lagoon Bio-Solids Removal & Disposal CMGM220149(2) will be received at the Akron Town Hall located at 207 1st Avenue South Akron, AL 35441, until Thursday, August 22, 2024 at 11:00 a.m. local time at which time the Bids received will be publicly opened and read aloud.

The Project includes the following Work: The removal and disposal of bio-solids from the Town of Akron Lagoons and related appurtenances.

This project is being funded by SRF Project No: CS010902-01 and will require DBE documentation from the low, responsive, responsible bidder no later than 10 days after the bid opening. This project is being supported, in whole or in part, by federal award number SLFRP2635 awarded to the State of Alabama by the U. S. Department of the Treasury.

All participants must comply with all federal requirements applicable to the Loan (including those imposed by the 2014 Appropriations Act and related SRF Policy Guidelines) which the Participant understands includes, among other, requirements that all of the iron and steel products used in the Project are to be produced in the United States (“American Iron and Steel Requirement”).

The Owner reserves the right to waive any informalities, or to reject any or all bids, and to award the contract to the lowest, responsive, and responsible bidder. All bidders shall submit, upon request, a list of projects “successfully completed” in the last 2 years, having the same scope of work and approximate construction cost as specified in this project. All bidders must comply with requirements of the Contractor’s Licensing Law of the State of Alabama and be certified for the type of work on which the proposal is submitted. Each bidder must deposit with his bid, security in the amount, form and subject to the conditions provided in the Instructions to Bidders.

All Bidders bidding in amounts exceeding that established by the State Licensing Board for General Contractors must be licensed under the provisions of Title 34, Chapter 8, Code of Alabama, 1975, and must show evidence of license before bidding or bid will not be received or considered by the Engineer; the Bidder shall show such evidence by clearly displaying the license number on the outside of the envelope in which the Proposal is delivered.

No bidder may withdraw his bid within 60 days after the opening thereof.
