WHITAKER CONTRACTING CORP. HEREBY GIVES NOTICE OF COMPLETION OF CONTRACT WITH THE STATE OF ALABAMA FOR CONSTRUCTION OF PROJECT NO STPAA-0183(505) & STPAA-0300(500) PERRY & TUSCALOOSA COUNTIES.

THIS NOTICE WILL APPEAR FOR FOUR CONSECUTIVE WEEKS BEGINNING ON December 8TH, 2022 AND ENDING ON December 29TH, 2022. ALL CLAIMS SHOULD BE FILED AT P O BOX 306, GUNTERSVILLE, AL 35976 DURING THIS PERIOD.

SECTION 00020 INVITATION FOR BIDS

The Housing Authority of the City of Greensboro, Alabama will receive bids for the Modernization of Public Housing Sites AL157-1B-2, VIII, HUD Modernization Number AL09- P157-501-22, until 2:00 p.m., (Central Time) on Thursday, January 5, 2023, at the central office of the Authority, 101 Centerville Circle, Greensboro, Alabama 36744 at which time and place all bids will be publicly opened and read aloud.

The project consists of furnishing all plant, labor, materials, equipment and all services and performing and coordinating all operations for the Modernization of Public Housing Sites AL157-1B-2, VIII, HUD Modernization Number AL09- P157-501-22. The Work of the base bid shall include, but is not necessarily limited to floor replacement, bathroom retrofit, kitchen retrofit, door replacement, windows, painting, electrical upgrades and work incidental thereunto. Attention and reference is directed to the General Notes of the drawings.

Contract documents, including drawings and technical specifications, are on file at the office of the Housing Authority of the City of Greensboro, 101 Centerville Circle, Greensboro, Alabama 36744 and The Architectural Office of William J. Peek, 908 S. Hull St., Suite 210, Montgomery, Alabama 36104.

Copies of contract documents may be obtained by depositing $200.00 with The Architectural Office of William J. Peek for each set of documents so obtained. Each such deposit will be refunded if the drawings and specifications are returned in good condition within ten days after bid opening.

Plans and specifications will be issued only to qualified contractors licensed by the State Licensing Board of General Contractors of Alabama as required by Title 34, Chapter 8, Code of Alabama, 1975 as amended. Only bids of such contractors who are duly licensed will be considered. Current license number must be displayed on the sealed envelope in which the bid is delivered or the bid WILL NOT be accepted.

Bidders are requested to inspect the property and the buildings themselves, as well as operations and conditions that may be affected.

A certified check or bank draft, payable to the order of the Housing Authority of the City of Greensboro or a satisfactory bid bond executed by the bidder and an acceptable surety company in an amount equal to five percent (5%) of the total bid shall be submitted with each bid. Acceptable Surety Companies are listed in the current issue of the U.S. Department of the Treasury, Circular 570.

Attention is called to the fact that not less than the minimum salaries and wages as set forth in the contract documents must be paid on this project, and that the contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin.

Contractors are reminded that in accordance with State Law, Alabama General Contractor’s licensing number shall be displayed on the sealed envelope in which the bid is delivered or the bid will not be accepted.

Each bid must include the Representations, Certifications, and Other Statements of Bidders, 1992 Edition, Non-Collusive Affidavit and the Previous Participation Certificate signed by the bidder and on the correct HUD forms.

The Housing Authority of the City of Greensboro reserves the right to reject any or all bids or to waive any informality in the bidding.

Bids may be held by the Housing Authority of the City of Greensboro for a period not to exceed sixty (60) days from the date of opening of bids for the purpose of reviewing them and investigating the qualifications of the bidders, prior to awarding the contract.

Ordinance 2022-05

CITY OF GREENSBORO CITY LIMITS DISTRICTS

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GREENSBORO, ALABAMA AS FOLLOWS:

Section 1. The City of Greensboro, Alabama, was required by court actions of the Dillard- VS-City of Greensboro Lawsuit, to redistrict with a plan.

Section 2. The City of Greensboro with the assistance of the West Alabama Regional Commission developed three redistricting proposals.

Section 3. The City of Greensboro held a public hearing at 6:00 p.m. on November 22, 2022, after advertising it in the Greensboro Watchman Newspaper on November 3rd, 10th, and 17th.

Section 4. The City of Greensboro City Council Selected Proposal One Redistricting Plan and passed it by Resolution #2022-11 on November 22, 2022.

Section 5. The City of Greensboro, Alabama is hereby divided into five (5) Council single-member districts to be designated District No. 1, District No. 2, District No. 3, District No. 4, and District No. 5.

Section 6. The City of Greensboro districts areas in the City of Greensboro, Alabama, Hale County, which are enclosed by the following described lines described as being a street, roadway, railroad, or alley, shall be the centerline or center of such street, roadway, railroad or alley:

(a) District 1. Beginning at the intersection of State Street and Centerville Street in the Southern Corporate Limits of the City of Greensboro and run west along State Street to its intersection with Alabama Highway No. 14; then run north along Alabama Highway No. 14 to its intersection with Main Street; then run east along Main Street to its intersection with Westview Street; then run north along Westview Street to its intersection with the Northern Corporate Limits of the City of Greensboro; then run west, south, west, south, east, north, east along the meandering of the Western and Southern Corporate Limits of the City of Greensboro to its intersection with South Centerville Street; then run north along South Centerville Street to its intersection with State Street and the point of beginning.

(b) District 2. Beginning at the intersection of North Corporate Limits of the City of Greensboro with Alabama Highway No. 69 and then running Southwest and South along Alabama Highway No. 69 to its intersection with Wabash Street; then run east along Wabash Street to its intersection with Alabama Highway No. 25; then run south along Alabama Highway 25 to its intersection with North Power Street; then runs west along North Power Main Street to its intersection with Alabama Highway No. 69; then runs Southwest and South along Alabama Highway No. 69 to its intersection with Main Street; then run west along Main Street to its intersection with Westview Street; then run north along Westview Street to its intersection with the Northern Corporate Limits of the City of Greensboro; then run east, north, east, north, east along the meandering of the Western and Northern Corporate Limits of the City of Greensboro to its intersection with Alabama Highway No. 69 and the point of beginning.

(c) District 3. Beginning at the intersection of the North Power Street and Alabama Highway No. 25 in the Northern Corporate Limits of the City of Greensboro then run South along Alabama Highway No. 25 to its intersection with North Street; then run east along North Street to its intersection with Whelan Street; then run south along Whelan Street to its intersection with Main Street; then run east along Main Street to its intersection with First Street; then run south along First Street to its intersection with College Street; then run east along College Street to its intersection with Armory Street; then run south along Armory Street to its intersection with State Street; then run west along State Street to its intersection with First Street; then run south along First Street to its intersection with the Southern Corporate Limits of the City of Greensboro; then run west along Southern Corporate Limits to its intersection with South Centerville Street; then run north along South Centerville Street to its intersection with State Street; then run west along State Street to its intersection with Alabama Highway No. 14; then run north along Highway No. 14 to its intersection with Main Street; then run east along Main Street to its intersection with Alabama Highway No. 69; then run north along Alabama Highway No. 69 to its intersection with North Power Street; then run east along North Power Street to its intersection with Alabama Highway No. 25 and the point of beginning.

(d). District 4. Beginning at the intersection of State Street and First Street in the Southern Corporate Limits of the City of Greensboro and run east along State Street to its intersection with Armory Street; then run north along Armory Street to its intersection with College Street; then run west along College Street to its intersection with Third Street; then run north along Third Street to its intersection with Hale County Road No. 33; then run northeast along Hale County Road No. 33 to its intersection with the Eastern Corporate Limits of the City of Greensboro; then run east, south, southeast, south, west, south, west, south, west, south, west along the meandering of the Southern Corporate Limits of the City of Greensboro to its intersection with First Street; then run north along First Street to its intersection with State Street and First Street and the point of beginning.

(e). District 5. Beginning at the intersection of the North Corporate Limits of the City of Greensboro with Alabama Highway No. 69 and then run Southwest and South along Alabama Highway No. 69 to its intersection with Wabash Street; then run east along Wabash Street to its intersection with Alabama Highway No. 25; then run south along Alabama Highway 25 to its intersection with North Street; then run east along North Street to its intersection with Whelan Street; then run south along Whelan Street to its intersection with Main Street; then run east along Main Street to its intersection First Street; then run south along First Street to it intersection to College Street; then run east of College Street to its intersection with Third Street; then run north along Third Street to its intersection with Hale County Road No. 33; then run northeast along Hale County Road No. 33 to its intersection with the Eastern Corporate Limits of the City of Greensboro; then run northwest along the Eastern and Northern Corporate Limits of the City of Greensboro to its intersection with Alabama Highway No. 69 and the point of beginning.

Section 7. At the municipal election in 2025 and every four (4) years thereafter, the qualified electors in each of the above-described districts of the City of Greensboro, Alabama, who are entitled to participate in such election shall elect one (1) council member to the City Council of that district. Each council member so elected must be a bona fide elector of and must actually reside in the district from which he or she seeks election for a period of 90 days immediately preceding the date of the election. Each such council member shall hold office for a period of four (4) years and until his successor shall be elected and qualified, or until such council member shall resign, die, move his or her residence outside of the said district, or otherwise be removed from office.

Section 8. At the municipal election to be held in 2025, and each four years thereafter, the qualified electors of the City of Greensboro, Alabama, at large, who are entitled to participate in such elections shall elect a Mayor who must be a bona fide elector and who must actually reside in the city limits of the City of Greensboro, Alabama. The Mayor shall hold such office for a period of four (4) years, and until his successor shall be duly elected and qualified, or until the Mayor resign, die, move his or her residence outside of the City limits of the City of Greensboro, Alabama, or otherwise be removed from office.

Section 9. This law shall not affect the duties, rights, or tenure of the office of the members of the present City Council who shall continue to hold and discharge the duties of the said office as in now incumbent upon them or as may be hereafter made incumbent upon them by law until their successors shall be elected and qualified under this law.

Section 10. All ordinances or parts of ordinances that conflict with this ordinance are hereby repealed.

Section 11. The provisions of this ordinance are severable. If any part of the ordinance is declared invalid or unconstitutional, such declaration shall not affect the parts, which remain.

Section 12. This ordinance shall become effective upon its passage and publication required by law.
